Fix for issue causing certain Security Policies to not being displayed as selectable options when adding new Positions (hotfix 4.1.30).

Update to Event View page to remove links to registers if Event is not current event and style update to highlight the the events status
Fix issue where by a user could not add User, Register or Dynamic Permissions when setting up new Security Policies.
